Energy transition beyond strategies and investment plans
The energy transition does not take place solely in strategic documents and investment plans. Its success largely depends on social acceptance, the quality of dialogue, and the genuine embedding of projects in the local context. This is particularly true for biogas and biomethane installations which—although based on local resources and delivering tangible environmental benefits—often raise questions and concerns among local residents.
For this reason, the Polish Biomethane Organisation makes available the Code of Good Practices: Biogas and Biomethane in Dialogue with Local Communities, a practical tool supporting the responsible development of biogas projects in Poland.
Local dialogue as a prerequisite for investment success
Every biogas project, in order to succeed, requires acceptance and genuine support at the local level. This goes beyond meeting formal requirements and involves building long-term relationships based on trust, transparency, and mutual understanding.
The publication explains:

how to conduct reliable and honest communication with local communities,

how to identify and address potential conflicts at an early stage,

how to integrate biogas and biomethane installations into the local social and economic environment,

how to build lasting partnerships that benefit both investors and local communities.
European experience, Polish perspective
The Code is largely based on a publication developed by the European Biogas Association, drawing on the experience of numerous stakeholders involved in the European biogas and biomethane value chain. The guide was prepared through cooperation between national EBA member associations, with support from BiogasWorld.
The technical and market data presented are drawn from the EBA Statistical Report 2024, ensuring the relevance and reliability of the information provided.
At the same time, the Polish edition has been expanded to include national perspectives, legal and administrative conditions, and the practical experience of domestic investors, local governments, and local communities. We would like to thank POB members for their active contribution to the development of the document and for sharing their knowledge and practical experience.
Who is the Code of Good Practices for?
The publication has been prepared as a practical tool for:

companies and investors planning or implementing biogas and biomethane projects,

local governments, which play a key intermediary role between investors and residents,
-
local communities seeking reliable information on the operation of biogas installations,
-
advisors, public institutions, and organisations supporting the development of renewable energy sources.
The objective of the Code is to structure the dialogue process, reduce misinformation, and support fact-based decision-making rather than decisions driven by concerns or misconceptions.
Biomethane as a source of local value
For the Polish Biomethane Organisation, the Code of Good Practices is not merely an informational document, but part of a broader strategy to build social understanding of biomethane as:

a local, renewable energy source,

a tool for managing waste and by-products,

a development impulse for municipalities and rural areas.
We believe that well-designed local dialogue is one of the key conditions for the safe and responsible development of the biogas and biomethane sector in Poland.
The role of POB in dialogue with municipalities and residents
As the Polish Biomethane Organisation (POB), we have for years actively participated in social consultation processes conducted at the municipal level, aimed at presenting the role and potential of biogas and biomethane in a reliable and transparent manner. In practice, this includes direct dialogue with residents, participation in information meetings, and cooperation with local authorities at early stages of project planning.
In parallel, we organise study visits and site visits, enabling stakeholders to see operating installations in practice, speak with their operators, and confront concerns and biases with real-life experience. Such direct exposure to the technology often proves crucial in overcoming communication barriers and building trust.
We encourage municipalities, investors, and all those planning or conducting social consultations to cooperate with POB. We can support communication processes with expert knowledge, based on many years of industry experience, practical dialogue at the local level, and familiarity with European good practice standards in the biogas and biomethane sector.
